Public Health Leaders Roundtable

BACKGROUND

The Campaign for Public Health’s Board of Directors launched the Public Health Leaders Roundtable in September of 2008. The work group’s first meeting was attended by Dr. Julie Gerberding, then Director of the Centers for Disease Control and Prevention.

The Roundtable provides a forum where key supporters of the Campaign for Public Health can discuss public policies, federal funding for public health programs and other areas of common interest related to the work and mission of the Centers for Disease Control and Prevention. CPH staff work to provide Roundtable members with opportunities to discuss public health challenges in a small group setting with the CPH Board and fellow members of the health community. The Roundtable has extended invitations to the CDC’s leadership to brief the group on their work. The exchange of ideas at these meetings has been instrumental to all participants.

In addition to providing a common forum to our most invested organizations, the Roundtable also provides a mechanism through which leading supporters of the Campaign for Public Health can make recommendations to the CPH Board regarding the organization’s strategic plan and related goals and tactics. In concert with CPH, Roundtable members are encouraged to generate formal policy statements, make recommendations to public officials, release press statements or endorse legislative proposals impacting national public health programs. Such items passed by the Roundtable without dissension and endorsed by a majority of the CPH Board will be released under the banner of the Public Health Leaders Roundtable. Two such Resolutions are mentioned below.

MARCH 2010

On March 8, CPH hosted the first meeting of its Public Health Leaders Roundtable in the new year.  Marc Garufi, Chief of the Office of Management and Budget's Public Health Division was one of two guest speakers.  Mr. Garufi touched on the President's FY2011 budget proposal for the CDC, the division's mission to improve public health in a fiscally responsible manner and the government's commitment to public health.

Nicole Kunko, Professional Staff of the LHHS Subcommittee of the Committee on Appropriations of the U.S. House of Representatives also spoke at the meeting.  Ms. Kunko addressed the current state of health reform, the CDC's budget structure and public health funding priorities.

Both speakers were present for an extensive question and answer period, during which Roundtable members asked a variety of questions about pending health reform legislation and the future of the U.S. health system among other issues.

Dr. Frieden highlighted several of the CDC's focus areas, including: the H1N1 influenza pandemic, organizational improvements within the agency aimed at returning autonomy to the CDC's centers, the need to strengthen surveillance and epidemiology, the importance of the CDC's global health mission and the critical role policy plays in affecting health outcomes.

MARCH 2009

The Public Health Leaders Roundtable convened its first meeting of 2009 on Tuesday, March 31. Invited guest Donald Shriber, Deputy Director for Policy, Legislation and Communications at the Centers for Disease Control and Prevention began the meeting by discussing the impact recent legislative efforts are having on the agency and the wider health community in Washington.  Mr. Shriber also discussed changes at the agency resulting from the political changes in Washington’s leadership.

After Mr. Shriber’s departure, Roundtable members unanimously approved two resolutions. The first resolution expressed support for the work of six Georgia State Senators who introduced SR 263 – a state resolution calling for greater public health funding from Washington. The second resolution commended Congressman Jim McGovern, Congresswoman Kay Granger and Congresswoman Lucille Roybal-Allard for their work on a letter to appropriators requesting greater funding for the CDC in fiscal year 2010.

During the meeting, Evan Jones, Chairman of the Campaign for Public Health made a presentation to the group on CPH's activities.

The Roundtable also discussed advocacy strategies to support public health funding in the upcoming appropriations bills as well as how to promote the role of public health in the ongoing health reform debate.
